Virginia residents pay state individual income and retail sales & use tax.

The Virginia individual income tax rate is 2 percent on the first $3,000 of taxable income increasing to 5.75 percent of income above $17,000. Generally, an employer who pays wages to one or more employees must deduct and withhold state income tax from those wages.

The sales and use tax is 5 percent, of which the state returns 1 percent to the localities. When a seller does not collect the sales tax from the purchaser, the purchaser is required to pay a use tax on the purchase unless the use of the property is exempt.
